The 30-second answer
Everything you need before you book, in four cards — the full detail behind each one is below.
How Insignia's no-cover specialty model works
The defining structural fact on every R-Class ship: “specialty” describes the dining product, never the price tag.
On Oceania Insignia, Toscana and Polo Grill are both full specialty restaurants — table service, a dedicated cuisine and format, reservations recommended — and both carry no cover charge. This guide scores them under Specialty Dining, tagged Specialty — Standard, and never also lists either one under Included Dining. Their no-cover-charge status is captured in the Value score and in each venue’s own pricing note below, not by listing the restaurant twice.
Unlike Oceania's larger ships, Insignia carries no additional-charge specialty venue at all — there's no Privée, no La Reserve by Wine Spectator, no Dom Pérignon Experience. Every one of Insignia's seven scored venues, both specialty restaurants included, comes at no added cost.
| Venue | Type | What it means |
|---|---|---|
| Toscana | Specialty — Standard | Included in the fare; no cover charge. Reservations recommended. |
| Polo Grill | Specialty — Standard | Included in the fare; no cover charge. Reservations recommended. |

All 7 dining venues, filtered by type
Every venue this guide scores Insignia on, tagged by how it’s actually priced and accessed — not by what it’s called.
Filter the roster
In-Room Dining is scored once, under Included — Full Service — it isn’t duplicated under a separate room-service category.
Filter by type| Venue & type | What it means |
|---|---|
| Grand Dining Room Included — Full Service | The main dining room. Open seating, no assigned tables or set dinner times — walk in any evening the venue is open. |
| Terrace Café Included — Casual | The all-day buffet, with live cooking stations and an evening bistro-style service in the same space. Open for breakfast, lunch, and dinner. |
| Waves Grill Included — Casual | Poolside grill service — burgers, sandwiches, and similar fast-casual fare, open-air by the pool deck. |
| Baristas Included — Snack/Quick Service | The ship's coffee bar — espresso drinks and pastries, included in the fare, snack-tier in format. |
| Toscana Specialty — Standard | A full Italian menu with table service and its own dedicated space — included in Insignia’s fare at no cover charge. Reservations recommended. |
| Polo Grill Specialty — Standard | A classic American steakhouse with table service — included in Insignia’s fare at no cover charge. Reservations recommended. |
| In-Room Dining Included — Full Service | Full-menu room service, available to every stateroom around the clock. Suites carry an expanded menu and, at higher categories, butler-served in-suite dining (see Suite & Restricted Dining below). |
7 venues aboard Oceania Insignia: 5 included, 2 no-cover specialty
The two no-cover specialty restaurants
Insignia carries two Specialty-tagged venues — both included in the fare at no additional cost, and no paid specialty experience beyond them.
Toscana
Included in the fare — no cover charge
A full Italian menu with table service and its own dedicated dining room. Reservations are recommended; guests in higher suite categories get priority booking (see Suite & Restricted Dining below), which is a timing benefit, not a difference in who can eventually get a table — every stateroom category can book Toscana.
Polo Grill
Included in the fare — no cover charge
A classic American steakhouse with table service and its own dedicated space, included in the fare at no additional cost. Reservations are recommended, with the same priority-booking pattern as Toscana for higher suite categories.
Every venue aboard Oceania Insignia, by occasion
Delivered in 1998 as R-Class lead hull “R One” — the oldest ship in the fleet, sent on its longest itineraries
No venues in this ship’s lineup fall into that category.
Why Value scores 9.3
A 9.3 in Value reflects how comprehensive Insignia’s included dining is relative to what guests would pay extra for elsewhere — not whether the cruise fare itself is inexpensive. Two full specialty restaurants with table service and their own dedicated cuisine, both included at zero cover charge, is the specific product fact behind the number. Insignia carries no paid specialty venue at all — every one of her seven scored venues comes at no added cost, which is an unusually complete package for a ship this size.
Insignia is a clean read for one traveler preference we keep testing for: guests who want real specialty dining but don’t want a bill for it. Two full specialty restaurants ship-wide carry zero cover charge, and there is no paid dining experience anywhere on the ship to opt out of.
Suite & Restricted Dining — 7.2, real privileges short of a dedicated restaurant
Suite & Restricted Dining scores 7.2 on Oceania Insignia — identical to sister ship Oceania Nautica. There is no suite-exclusive restaurant on this ship, but that isn’t the whole story: guests in higher suite categories get butler-served in-suite dining, the option to order from Toscana’s and Polo Grill’s menus for in-suite service, an expanded in-suite room-service menu, premium canapés, and priority reservation windows at both specialty restaurants.
Those are real, accommodation-tied benefits — enough to lift the score well above a genuinely empty category, which is why it doesn’t read near the floor. They stop short of a dedicated suite-only restaurant, which is why the score settles at 7.2 rather than higher still.
Suite & Restricted Dining reads 7.2 on Insignia because higher suite categories get genuine, accommodation-tied dining benefits — butler service, specialty-menu ordering in-suite, an expanded room-service menu, and reservation priority — without a separate suite-only restaurant to anchor a higher score.
The oldest hull, running the line's longest voyages
Oceania Insignia is the oldest ship in the fleet — delivered in 1998 as the R-Class lead hull, R One — and the ship Oceania sends on its longest itineraries, including segments of its annual world cruise. She carries roughly 670 guests, was last refurbished in 2018, and has a further refit scheduled for 2027.
None of that changes what's scored here. On voyages that can run months, the same four-restaurant sit-down rotation — Grand Dining Room, Terrace Café, Toscana, and Polo Grill — repeats night after night. Oceania hasn't added a fifth restaurant for Insignia's longest sailings, and this guide doesn't score her as if one exists.
Insignia's 2027 refit is scheduled, not yet delivered. This page reflects her current dining roster; it will be revisited once the refit is complete and any dining changes are confirmed.
Quick answers
What does the Seabound Dining Score for Oceania Insignia actually measure?
It’s a weighted score across eight categories — Included Dining, Specialty Dining, Variety, Quality Ceiling, Value, Casual & Quick Dining, Special Experiences, and Suite & Restricted Dining — that reflects the full onboard dining product, not one meal or one restaurant. Oceania Insignia’s 8.4/10 is the weighted result of those eight category scores, each judged against what’s actually available on this ship.
Why do Toscana and Polo Grill count as Specialty Dining instead of Included Dining, if neither carries a cover charge?
Because Specialty describes the dining product — a dedicated cuisine, table service, and its own space — never whether it carries a cover charge. Toscana and Polo Grill are both included in Oceania Insignia’s fare at no additional cost, and both are scored under Specialty Dining, tagged Specialty — Standard. Neither is also listed under Included Dining — each venue appears once, in its primary category, and its no-cover-charge status shows up in the Value score and in the venue’s own pricing note, not by double-listing the restaurant.
Oceania Insignia and sister ship Oceania Nautica both score 8.4/10 — why does the third R-Class ship, Sirena, score 8.5 instead?
Because Sirena’s specialty-dining layout is genuinely different, not because this guide is smoothing the R-Class ships into one number. Insignia and Nautica carry Toscana and Polo Grill as two separate specialty restaurants. Sirena runs a single combined venue merging those two concepts into one restaurant, alongside Red Ginger and a lunch-only conversion of its main dining room into Jacques’ Bistro. That’s a structural difference between ships, not a quality gap — it’s what separates 8.4 from 8.5.
What do suites actually get on Oceania Insignia if there’s no dedicated suite restaurant, and why does Suite & Restricted Dining score 7.2?
Real, accommodation-tied privileges, just not a separate restaurant. Guests in higher suite categories on Oceania Insignia get butler-served in-suite dining, the option to order from specialty-restaurant menus for in-suite service, an expanded in-suite room-service menu, premium canapés, and priority reservation windows at Toscana and Polo Grill. That’s a genuine benefit tier above having no suite dining privileges at all, which is why the score lands at 7.2 rather than near the floor — but it stops short of a dedicated suite-only restaurant, which is why it doesn’t score higher still.
Why is Quality Ceiling scored at 9.0 on Oceania Insignia instead of higher, if Toscana and Polo Grill are genuinely excellent?
Because Quality Ceiling measures the best of what’s available onboard, and Toscana and Polo Grill both earn that mark on their own merits — they just don’t have the broader specialty roster the line’s larger ships carry behind them. Marina, Riviera, Vista, and Allura add Privée, La Reserve by Wine Spectator, the Dom Pérignon Experience, and The Culinary Center on top of their own Toscana and Polo Grill, which is what lifts their ceiling to 9.5. Insignia’s two specialty restaurants land at 9.0 on genuine quality, not a penalty.
How does Oceania Insignia’s dining compare to the larger Oceania ships like Marina and Riviera, which score 9.1?
By design, not oversight. Marina, Riviera, Vista, and Allura score 9.1/10 because they add a broader specialty roster on top of their own Toscana and Polo Grill — Privée, La Reserve by Wine Spectator, the Dom Pérignon Experience, and The Culinary Center among them — venues that don’t exist on the R-Class ships. Insignia’s 8.4 isn’t a knock against her execution; it’s an honest reflection of a smaller ship carrying a tighter, still genuinely strong, dining program.
The other Oceania ships, and how they score
Oceania Insignia shares an identical 8.4 / 10 with true R-Class sister Oceania Nautica. Sirena, the third R-Class ship, scores 8.5 on a different specialty-dining layout; Marina, Riviera, Vista, and Allura all score 9.1 with a broader specialty roster.
The identical roster, the identical scorecard — Toscana and Polo Grill, both no cover charge.
